It was smart enough to add to the fantasy by turning all of the parents into feckless idiots with no idea what their kids were up to, because they were so consumed by the dramas of their own making. Much of the controversy around its early episodes criticised its portrayal of sex, bad language, and explicit drug use. But it was always careful to temper the hedonism with consequences, the comedy with tragedy.
Even the wildest, most gregarious characters — Chris, and later Cook — had problems they were running away from. If it showed what teenagers might be like at the party, it also showed the hangover.
Slamming it for being irresponsible missed the point: it was escapist as much as it was realistic, and it all came together best in that balance. I went back recently and watched some old episodes, suspecting that it might have dated, might feel like a relic of another time. The first two series of Skins was British drama at its very best, featuring real teenage characters with real teenage character flaws.

I feel like watching skins at a young age may ruin it for you, simply because its much harder to relate to the themes at, say years old. I'd say to start watching skins as a mature 15 year old or at least in Year 11 1 year below the kids in skins as to understand the themes and issues that can come about and can genuinely relate to them. Although it isn't uncommon for year olds to do smoke weed and go to high-energy parties, I've heard a lot from kids that age simply finding skins too boring, and much more accustomed to the awkward life of The Inbetweeners.
Skins has too many mature themes and undertones that are said explicitly without fail and little discretion, and should not be wasted by viewing it from a young 'tweenager' age. A good option is to watch something like Ackley Bridge or The Inbetweeners, simply due to much less heavy plot points and substance abuse, before moving onto heavier shows set in an educational backdrop such as Skins or Fresh Meat.
