I have purchased Sims 3 and all the expansions available on Steam and then activated the keys on Origin. I have also created an account on the Sims Store and redeemed free Sims credits. I would like to have all the stuff available for purchase in the future but it seems when I try to purchase a world through the Sims Store which costs real money, it redirects me to Origin. So it seems that Origin is the best place to play Sims 3 because theres more stuff available and the retail copies are only available for activation through Origin such as The Katy Perry's Sweet Treats which are currently only available as retail copies.

Steam version can definitely use store content. You must buy the points on Origin, but I use extensive store content with my Steam Sims 3.

Note that the Katy Perry pack is the only weird piece of content in that it is no longer for sale through Steam or Origin. The only way to get it is to get a disk copy. Once it's registered with Origin, it is possible to get the files off Origin, insert them in a Steam version and make it work, though it's a big effort and frankly the Katy Perry pack is really not worth it.
